PPDA IN NATIONWIDE MANePS TRAINING FOR LOCAL AUTHORITIES

AMONG BENEFICIARIES-Lilongwe City Council

The Public Procurement and Disposal of Public Assets Authority (PPDA) has commenced a nationwide training programme on the Malawi National Electronic Procurement System (MANePS) targeting Local Authorities.


The training is being conducted in collaboration with the National Local Government Finance Committee (NLGFC) with funding and technical support from the Governance to Enable Service Delivery (GESD) Project of the  the World Bank.


The first phase of the training was conducted from 4th to 8th May 2026 in the Southern Region bringing together Procurement, ICT and Finance Officers and Chairpersons of Internal Procurement and Disposal Committees (IPDCs).


Speaking during the opening of the workshop, the Acting Director General of PPDA Timothy Kalembo underscored the importance of transitioning from manual procurement systems to digital platforms through MANePS, especially considering the expanded Constituency Development Fund (CDF).


He said the increased CDF demands for heightened accountability in public resources’ management.


Kalembo described MANePS as a strategic enabler for accountability, value for money and seamless management of procurement processes. 


He also highlighted PPDA’s dual role as both a regulator and a support institution, assuring participants that the Authority remains committed to building institutional capacity for effective implementation of MANePS across public institutions.


A total of 36 councils have been targeted in the nationwide exercise, with approximately 180 officers expected to benefit from the training.
