Purpose of the Job

To be responsible for strategic planning, delivery and coordination of public procurement monitoring and compliance policies, regulations, and desk instructions.

Key Responsibilities and Duties

  1. Co-ordinate the development, execution and management of all regulatory review, monitoring and compliance enforcement plans and programs
  2. Develop policies, strategies, and regulations for public procurement and disposal of assets monitoring and compliance.
  3. Review and guide assessment of monitoring and compliance reports at start of financial year for long-term, short-term programs, to ensure quality control and maintenance of standards and achievement of agreed targets.
  4. Manage and coordinate contract risk management practices.
  5. Co-ordinate the formulation, development, maintenance and update or draft amendments to legislation and all related documents and providing legal advice and interpretation of legal of each submission for prior review.
  6. Oversee and management Administrative Review and Advisory Services and acts as secretary to the review boards.
  7. Liaise with internal and external stakeholders on all legal issues pertaining to Public Procurement and Disposal of Assets.
  8. Process, maintain and update a list of all de-barred Bidders and Suppliers
  9. Manage the panel of nominated external members of Internal Procurement Committee when requested by PEs.
  10. Regulate the procurement environment and review complaints from Bidders.

Qualifications and Experience

  • Bachelor’s degree in either Procurement, Purchasing and Logistics, Purchasing and Supply or Supply Chain Management, Business Administration, Economics, Finance, Social Science, Accountancy, Public Administration or Law
  • Master’s degree in either Procurement, Finance, Economics, Engineering, Accountancy, Commerce, Business Administration or Law
  • A minimum of seven (7) years’ experience in procurement or related field at senior management level
  • Membership of CIPS/MIPS or any relevant professional body.

Purpose of the Job

To assist in the proper management and issuance of the Authority’s fuel, consumables, stationery, and stocks.

Key Responsibilities and Duties

  1. Keeping the storeroom orderly and tidy at all times
  2. Maintain adequate inventory levels
  3. Receive inventory according to set inventory policy
  4. Issue inventory in a timely manner
  5. Prepare and capture journals for stock movement and fuel issues in the integrated Sun System
  6. Provide custody of tender documents for sale;
  7. Update inventory records
  8. Conduct stock taking and inventory reconciliations
  9. Preparing periodic stores reports
  10. Identify obsolete and redundant items for timely decision

Qualifications and Experience

  • Certificate in Accounting, stores management, Procurement, Purchasing and Supply or Supply Chain Management
  • At least one years’ experience in stores management.

Purpose of the Job

Provide secretarial, administrative and logistical support to the Directors

Key Responsibilities and Duties:

  1. Performing secretarial duties including typing correspondence, confidential minutes, agreements, notices, reports, memoranda from the Directors;
  2. Managing the Director’s Diary;
  3. Assisting the Directors and other staff with inquiries of administrative or organizational nature;
  4. Drafting administrative correspondence and minutes;
  5. Screening requests for meetings, scheduling and organizing meetings and travel arrangements for the Directors;
  6. Receiving and screening calls and correspondence directed to the Directors;
  7. Answering and screening telephone calls for staff, taking and relaying messages, responds to routine telephone inquiries; forwards calls to appropriate party;
  8. Receiving visitors and attending to their enquiries before directing them to the appropriate staff member;
  9. Requisitioning office supplies and responsible for office tidiness, equipment and stationery.

 

Qualifications and Experience

  • Malawi School Certificate of Education
  • Diploma in Administrative Studies (Secretarial), Secretarial Studies/Administration or Business Administration/ Management from a recognized institution.
  • At least three (3) years’ experience in a similar position.

Requisite Knowledge, Abilities and skills

  • Excellent interpersonal skills
  • Ability to organize an office
  • Working knowledge of Microsoft Word, Excel, and Power Point.
  • Ability to multi-task and work with minimum supervision.
  • Exceptional written, listening and verbal communication skills.
  • Excellent logistical and organizational abilities.
